UNIFOR 3011 takes action on Reports of PIPSC Board Members advocating staffing cuts

Many members will have heard the reports of PIPSC Board Members advocating for staffing cuts at PIPSC as a result of PIPSC's  financial situation.  UNIFOR 3011's bargaining team and Executive are extremely concerned at these reports. Value for Money Audit

Below is an exhange of correspondence between Jamie Dunn President of UNIFOR 3011 and Eddie Gillis, COO of PIPSC.

Hi Jamie

Thanks for your message.  I can understand why members could be concerned.  At this point there are no terms of reference for the process as the decision to proceed was taken less than two weeks ago. Once determined, I will be happy to share terms of reference with UNIFOR and ultimately with all staff.  As I understand the decision of the Board of Directors, the exercise will look at how the Institute uses its revenues overall.  In other words both member services (largely delivered and supported by staff) and member participation (constituent bodies, training, consultation, etc) will be reviewed.  I am hopeful that the end result will be a strengthened organization delivering highly-valued services which encourages active participation by members.

Once we are a little more certain of the framework for the exercise, but before any activity begins, I would suggest that a Joint Union/Management Consultation meeting would be a good forum for a more comprehensive discussion.  In the meantime, please feel free to share this message with your members if you so choose.

I have heard a lot of concern regarding the value for money audit. Most people think it is a way to cut jobs if people can't justify their job. A statement from management clarifying that it will be evaluating the value of all expenses of the organization including member events, and not just targeted at staff would be helpful.

Exclusion Update

Brothers and Sisters:

As was discussed at our AGM, PIPSC has applied to the Ontario Labour
Relations Board to exclude from the Union the Section Heads and the
NCR Office Regional Representative. CEP 3011 objected to the
application immediately.

On Friday April 12, we met with the Employer to attempt to mediate the
dispute with the help of a mediation officer from the Labour Board.
The result of the mediation was an agreement to deal with the issue
through the current round of collective bargaining. The agreement sets
up a bargaining sub-committee to look at the exclusion issue and
related matters. If the Union and the Employer are unable to reach an
agreement, the issue will return to the Labour Board and a hearing
will decide if the positions are excluded or remain in the Union.

Rumors of PIPSC Members Scapegoating Staff in lead up to PIPSC AGM

Dear Sisters and Brothers:

Members of the local have voiced concerns about rumors that candidates and PIPSC members are openly criticizing and scapegoating staff during the lead up to the PIPSC AGM and Presidential election. The lead up to AGMs and elections is always chaotic and stressful. It has traditionally been called the "silly season." I can say in my 10 years at PIPSC, this is the worst I've seen and it is a serious issue.

There is one important thing to consider as we move through this difficult time. While a minority of PIPSC members are involved in the antics of the AGM and the elections, we provide the services on which the more than 55 thousand regular PIPSC members rely. Providing these services in our usual professional, expert and reliable way will protect the credibility of the Institute as it undergoes this political and financial turmoil and instability. Our services are the value most PIPSC members get for their union dues. When the smoke clears from the AGM and election our common enemy will still be the Conservative government that is attacking our Unions and our members everyday. 

In the meantime, I have been directed by the Unifor Local 3011 Executive to address this destructive behaviour with PIPSC. If any Unifor member has any concerns they should speak to a steward or member of the Executive.
